- Expresses deepest condolences to hostages and families of American victims.
- Condemns Hamas and its affiliates for the murder of 1,200 people and the taking of 251 hostages on October 7, 2023.
- Commends sustained diplomatic efforts of the United States Government across successive administrations in securing the release of American hostages and directs the government to continue using every available diplomatic and legal tool on behalf of Americans held hostage.
- Directs the Secretary of the Senate to transmit an enrolled copy of this resolution to the Secretary of State for transmission to families of American victims and to released hostages and their families.
