- Requests that the Secretary of State submit a statement to the Senate and House committees on foreign relations within 30 days regarding El Salvador's human rights practices, prepared in collaboration with the Assistant Secretary of State for Democracy, Human Rights, and Labor.
- Directs the statement to include all credible information on alleged human rights violations by El Salvador's government, including torture, forced disappearances, transnational repression, denial of due process, and treatment of foreign detainees.
- Requires the statement to describe U.S. Government steps to promote respect for human rights in El Salvador and to discourage and publicly dissociate from practices inimical to internationally recognized human rights.
- Requires assessment of whether U.S. security assistance to El Salvador could be used to support rendition, trafficking, detention, or imprisonment of non-nationals, and conditions at El Salvador's CECOT detention facility.
