A joint resolution to direct the removal of United States Armed Forces from hostilities that have not been authorized by Congress.

What it does
- Directs the President to terminate use of United States Armed Forces against organizations designated as foreign terrorist organizations or specially designated global terrorists designated on or after February 20, 2025, unless Congress declares war or authorizes the use of force.
- Directs the President to terminate use of United States Armed Forces against states in which those entities operate or non-state organizations engaged in illegal drug trafficking, unless Congress declares war or authorizes the use of force.
- Declares that Congress has not authorized military force against entities designated after February 20, 2025, or engaged in drug trafficking, and that such designations provide no legal basis for presidential use of force.
- Excludes from the termination requirement defense against armed attacks or imminent threats to the United States, and use of Armed Forces in authorized counternarcotics operations.
