Native American Housing Assistance and Self-Determination Modernization Act of 2026

What it does
- Consolidates environmental review requirements for Native American housing projects funded under the act, title I of the Housing and Community Development Act of 1974, or NEPA, permitting tribes to assume all responsibilities for compliance if other Federal funds do not exceed 49 percent of total project cost.
- Exempts from environmental review certain affordable housing activities with total development costs not exceeding $250,000 and comparable activities for which similar exemptions apply to other Federal agencies.
- Requires the Secretary of Housing and Urban Development to act upon environmental review waiver requests within 60 days of receipt.
- Establishes a 99-year leasehold interest in trust or restricted lands for housing purposes as outlined in Section 16.
- Authorizes rental assistance programs for homeless or at-risk Indian veterans and establishes a Tribal Continuum of Care Participation Grant Program.
