Energy Efficiency Reform Act of 2026

What it does
- Directs the Secretary of Energy to issue a final rule within 270 days that retains procedural requirements for energy conservation standards, including mandatory comparative walk-up analysis and a 180-day separation between test procedure and standard publication.
- Voids the December 2021 and April 2024 DOE appliance standards procedural rules if the Secretary fails to issue the required final rule by the deadline.
- Nullifies the December 2023 furnaces efficiency standards and the October 2023 commercial water heating standards effective upon enactment.
- Amends the definition of significant energy savings to require a reduction of not less than 10 percent in full fuel cycle energy use over a 30-year period.
- Requires at least 6 years to elapse after publication of a standard before the Secretary may consider a petition for an amended standard.
