What it does
- Removes pre-licensing construction prohibitions from uranium enrichment facility licensing requirements under Section 193 of the Atomic Energy Act of 1954, allowing construction to begin after the Nuclear Regulatory Commission dockets an application.
- Requires applicants for uranium enrichment facility operating licenses to submit written notification to state governors, local governments, and affected Indian tribes at least 15 days before commencing construction.
- Directs the Nuclear Regulatory Commission to promulgate revised regulations within 180 days of enactment to reflect amendments to uranium enrichment facility licensing procedures.
- Allows the Nuclear Regulatory Commission to grant exemptions from new regulatory requirements to pending applications submitted before the revised regulations take effect.
