Children's Artificial Intelligence Toy Safety Act of 2026

What it does
- Directs the National Academies of Sciences, Engineering, and Medicine to conduct a study assessing risks of injury, educational outcomes, parental control adoption, legal and ethical boundaries of marketing, and potential evidence warranting suspension of AI-enabled toys to children.
- Requires the Federal Trade Commission and Consumer Product Safety Commission to submit a joint action plan to Congress within 2 years of enactment with recommendations on legislation, disclosure requirements, marketing standards, safety guidelines, independent review, or prohibitions on AI-enabled toys.
- Defines an AI-enabled toy as any toy equipped with artificial intelligence designed to engage in two-way interaction with a user, and establishes that a child means an individual under 14 years of age.
