Railroad Retirement Board Stability Act

What it does
- Creates a Railroad Retirement Board Administrative Account within Treasury to provide continuously available funds for administering the Railroad Retirement Act and Railroad Unemployment Insurance Act.
- Limits annual transfers to the Administrative Account to 1.25 percent of benefits paid or 0.75 percent of National Railroad Retirement Investment Trust assets (whichever is lower) minus existing unobligated balances for fiscal years 2027-2031, reducing to 1.15 percent thereafter.
- Establishes a Railroad Retirement Technology Fund within the Administrative Account with mandatory transfers of 10 million dollars for fiscal year 2027 and 20 million dollars annually for fiscal years 2028-2031 to modernize legacy benefit processing systems.
- Directs the Comptroller General to submit a report to Congress within 10 months of enactment with recommendations for modernizing the Board's legacy benefit processing systems, drawing on lessons from other Federal agencies' information technology upgrades.
