Protecting American Taxpayers Act

What it does
- Amends the Child Care and Development Block Grant Act to require lead agencies to reimburse child care providers based on attendance records rather than enrollment alone, with payments made after services are provided.
- Requires child care providers receiving federal payments to maintain attendance records for 7 years and make them available to the Secretary of Health and Human Services, the Attorney General, and the Comptroller General for audits.
- Directs the Secretary of Health and Human Services to notify the Inspector General within 60 days when Medicare payments for items or services in a zip code and county increase by more than 100 percent in a single year or when the number of providers receiving Medicare payments increases by more than 100 percent.
- Requires qualified health plans offered through American Health Benefit Exchanges to submit data annually to the Secretary of Health and Human Services for determining whether aggregate payments or provider numbers have increased by more than 100 percent in a single year.
- Extends the statute of limitations for Small Business Administration loan program fraud prosecutions and for violations relating to pandemic-era assistance programs.
