ITS Codification Act

What it does
- Codifies the Institute for Telecommunication Sciences (ITS) as a test center under the Assistant Secretary of Commerce for Communications and Information.
- Directs ITS to study radio frequency emissions, spectrum propagation characteristics, and technologies to control electromagnetic interference between Federal and non-Federal spectrum users.
- Authorizes ITS to conduct tests on technology that enhances electromagnetic spectrum sharing between Federal and non-Federal users.
- Directs the Assistant Secretary to establish an initiative through ITS to support development of emergency communication and tracking technologies for locating trapped individuals in confined or shielded environments.
- Requires the Assistant Secretary to submit a report to Congress within 18 months assessing technical and measurement needs for emergency communication and tracking technologies.
