Arctic Security and Diplomacy Act

What it does
- Directs the Secretary of State, in coordination with the intelligence community and Secretary of Homeland Security, to produce a strategy within 180 days to identify and combat espionage and influence operations by foreign adversaries in the Arctic.
- Establishes definitions of covered activities (marine surveys with dual-use military risk, including seabed mapping, oceanographic surveys, and unmanned maritime systems) and covered vessels (foreign vessels associated with foreign adversaries threatening U.S. security).
- Sets U.S. policy to limit espionage by foreign adversaries in the Arctic, inform allied countries of foreign espionage activities, condition federal support for marine surveys on counterespionage cooperation, and leverage diplomatic means including demarches, public condemnation.
