National Manufacturing Advisory Council Act

What it does
- Directs the Secretary of Commerce to establish the National Manufacturing Advisory Council within the Department of Commerce not later than 180 days after enactment, in consultation with the Secretaries of Labor, Defense, and Energy, the U.S. Trade Representative, and the Secretary of Education.
- Requires the Advisory Council to meet not less frequently than once every 180 days to provide independent advice to the Secretary on manufacturing issues in the United States.
- Directs the Advisory Council to annually produce a national strategic plan providing recommendations to the Secretary and appropriate congressional committees on policies to help the United States remain the preeminent destination for manufacturing investment.
- Requires the Advisory Council to assess technological developments, critical production capacity, skill availability, investment patterns, and defense needs affecting U.S. manufacturing competitiveness and provide recommendations to the Secretary.
- Directs the Advisory Council to identify Federal, State, and other regulations causing supply chain disruptions, impaired business operations, or increased prices, and recommend steps to mitigate consequences and foster a favorable environment for manufacturers and consumers.
