Youth AI Privacy Act

What it does
- Requires AI chatbot deployers to implement safeguards preventing minors from developing emotional dependency, including restrictions on anthropomorphic design features, typing indicators, unprompted responses, and high-frequency notifications.
- Requires AI chatbot deployers to implement age-verification mechanisms or other technical measures to prevent minors from accessing AI chatbots not designed for young users.
- Prohibits AI chatbot deployers from collecting, processing, retaining, or transferring personal data from minors except when necessary to provide the chatbot service, with additional restrictions on profiling and derived-data use for targeted advertising.
- Requires AI chatbot deployers to conduct and document algorithmic impact assessments examining risks of harmful outputs, emotional dependency, addictive design, and privacy violations specific to minors, and to make findings available to the Federal Trade Commission upon request.
