End-of-Year Fiscal Responsibility Act

What it does
- Limits discretionary appropriations obligated by Executive agencies during the two months before fiscal year-end to no more than the average monthly amount obligated in the preceding ten months.
- Requires each Executive agency to submit to Congress and post publicly an itemized list of discretionary appropriations obligated during the end-of-fiscal-year period within 60 days of fiscal year close.
- Exempts national security-related activities and disaster relief efforts from the spending-cap requirement.
