Iran Human Rights, Internet Freedom, and Accountability Act of 2026

What it does
- Designates the Secretary of State as the primary federal official responsible for promoting internet freedom in Iran and coordinating all related digital-freedom efforts across federal departments and agencies.
- Requires the Secretary of State to review and update the comprehensive strategy to promote internet freedom in Iran within 120 days of enactment and submit it to the committees on foreign relations.
- Amends the Iran Threat Reduction and Syria Human Rights Act to require evaluation of virtual private networks and direct-to-cell satellite technologies for Iranian civil society and development of strategies to increase accessibility of such technologies.
- Requires the Secretary of State to coordinate with Treasury and Commerce to ensure sanctions enforcement does not impede companies providing technology and tools for Iranians to access the open internet.
- Directs the Secretary of State to prepare and submit an internet freedom report to Congress within 120 days that assesses feasibility of direct-to-cell wireless communications and drone-based platforms to expand internet access in Iran.
