Safe Access to Cash Act of 2026

What it does
- Establishes a federal crime for robbery or extortion of ATM users, servicers, and ATM owner/operators, with penalties up to 20 years imprisonment.
- Creates federal crimes for breaking into, tampering with, or stealing from ATMs: up to 10 years for thefts exceeding $1,000 and up to 1 year for thefts not exceeding $1,000.
- Establishes criminal liability for receiving, possessing, or disposing of property unlawfully taken from an ATM, with penalties matching those for the original theft.
- Increases penalties to up to 25 years imprisonment for committing ATM crimes while assaulting a person or endangering life with a dangerous weapon.
- Defines ATM to include network-connected automated teller machines operated by banks, credit unions, or savings and loan associations, regardless of location or ownership structure.
