Water Project Navigators Act

What it does
- Directs the Secretary of the Interior to establish the Water Project Navigators Program within 180 days to support development and implementation of multi-benefit water projects in eligible states.
- Authorizes the Secretary to award grants or cooperative agreements to eligible entities to fund the creation or continuation of multi-benefit water project navigator positions.
- Requires the Secretary to develop criteria and guidelines for grant awards considering the applicant's capacity to accelerate multi-benefit water project development, history of prior projects, and identified project needs in the service area.
- Prioritizes grant awards to applicants serving Indian Tribes, disadvantaged communities, rural communities, and entities with limited resources, including those incorporating natural or nature-based features and demonstrating multi-stakeholder support.
- Limits individual grants or cooperative agreements to a period of not more than three years, with discretionary continuation or extension at the Secretary's discretion.
