- Amends Section 635 to include marine energy research on hydrogen and transportation fuel production, defense collaboration with the Department of Defense and Navy, and systems for extreme arctic marine environments.
- Amends Section 636 to establish National Marine Energy Centers that prioritize access to regional test sites with unique natural advantages and support workforce development, training, and curriculum dissemination.
- Amends Section 637 to require the Secretary of Energy to coordinate with the Department of Commerce, NOAA, and National Sea Grant Program in carrying out water power research activities.
