Upward Mobility Act of 2026

What it does
- Establishes a pilot program permitting not more than 5 states to carry out 5-year antipoverty projects by consolidating federal funding from food assistance, cash assistance, child care, home energy, workforce, housing, and public housing programs into Upward Mobility Grants.
- Directs the Secretary of Health and Human Services to calculate annual grant amounts based on the preceding year's covered amounts adjusted by the Personal Consumption Expenditures Price Index.
- Requires states to design pilot projects that reduce benefit cliffs by limiting marginal effective tax rates and increase employment and earnings among program participants.
- Permits states to consolidate funding from Food and Nutrition Act, Temporary Assistance for Needy Families, Child Care and Development Block Grant, Low-Income Home Energy Assistance, Workforce Innovation and Opportunity Act, Housing and Community Development, public housing, and farm loan assistance programs.
