Pathways to Prosperity Act
Sponsor: Roger Marshall (R-KS)
What it does
- Establishes a competitive grant program under the Workforce Innovation and Opportunity Act for community colleges to create, improve, or expand high-quality workforce development programs in high-skill, high-wage, or in-demand industries.
- Requires grant recipients to form partnerships with employers in targeted industries and maintain those partnerships throughout the grant period, incorporating work-based learning and supporting dislocated workers, incumbent workers, and new labor market entrants.
- Directs the Secretary to reserve not more than 2 percent of appropriated funds for administering grants, providing technical assistance to rural-serving institutions and those serving low-income or disadvantaged populations, and evaluating program performance.
- Awards first grants for periods of not more than 2 years, allows eligible recipients to receive subsequent grants after a 2-year waiting period if performance metrics are met, and requires grantees to publish comparable information on credentials, occupations, and employment outcomes.
