What it does
- Directs the President to impose asset blocking and visa sanctions on Chinese persons and entities engaged in a pattern of significant theft of U.S. intellectual property, or that have received stolen U.S. intellectual property from others.
- Renders alien Chinese nationals and entities engaged in intellectual property theft inadmissible to the United States and revokes any existing visas or entry documentation.
- Prohibits the Secretary of State from issuing visas to, and directs the Secretary of Homeland Security to deny entry to, Chinese Communist Party senior officials, their spouses and children, Chinese cabinet members, and active-duty People's Liberation Army members.
- Requires the President to submit a report within 180 days identifying each person meeting the criteria for sanctions and the Secretary of State to submit a report within 180 days on visa screening efficacy and research institutions associated with the Chinese military and security agencies.
- Allows the President to waive or terminate sanctions on a case-by-case basis if certifying to Congress that such action serves national security interests or the target is no longer engaged in intellectual property theft.
