Liquid Cooling for AI Act of 2025

What it does
- Directs the Comptroller General to initiate a review within 30 days of enactment examining liquid cooling research and development needs and market, technological, and regulatory conditions affecting data center adoption.
- Requires the review to evaluate liquid cooling research needs, avoided energy costs, increased compute capacity benefits, and existing research on performance, resiliency, and cybersecurity effects.
- Mandates comparison of single-phase and 2-phase direct-to-chip and immersion cooling technologies across density bands, including thermal performance, maintainability, interoperability, safety, and lifecycle cost.
- Requires evaluation of coolant options, materials compatibility, corrosion control, biogrowth mitigation, filtration, fluid monitoring, heat transfer capacity, and energy efficiency.
- Directs the Comptroller General and Secretary of Energy to establish an advisory committee with stakeholders from government, private sector, academia, and National Laboratories to inform the review.
