REDUCE Act

What it does
- Requires transmission organizations to permit aggregators of retail customers to submit bids that aggregate demand flexibility into organized wholesale electric markets, regardless of state law prohibitions on bidding access.
- Applies to utilities that distributed more than 4,000,000 megawatt-hours in the previous fiscal year.
- Directs the Federal Energy Regulatory Commission to issue a rule implementing these requirements within one year of enactment.
