CIPZIP Act of 2025

What it does
- Directs the Postal Service to establish and make public an administrative process within 180 days for considering state, local, and tribal government requests to modify ZIP code boundaries or establish new ZIP codes.
- Requires the administrative process to include criteria assessing feasibility, impact on postal operations, financial costs to the Postal Service, and foreseeable need for future address changes.
- Mandates the Postal Service provide written rationale for any denial of a ZIP code modification request, including whether financial costs were a factor and the estimated cost.
- Establishes a pilot program allowing the Postal Service to enter into agreements with state, local, or tribal governments to receive money, property, or services to defray costs of ZIP code boundary changes.
- Prohibits identical or substantially similar ZIP code modification requests from being resubmitted for 5 years following a denial, but permits alternative requests and allows resubmission of requests denied during the 10 years preceding enactment.
