Stop 8(a) Contracting Fraud Act

What it does

Prohibits the Small Business Administration from awarding sole source contracts under section 8(a) of the Small Business Act until it completes a full audit of the business development program ordered on June 27, 2025, and submits findings to Congress.
Permits contracting officers to request a waiver of the moratorium if national security requires a sole source 8(a) contract, with written justification demonstrating the work cannot be performed by other small businesses.
Requires the head acquisition officer to approve a waiver request before the contracting officer may submit it to the SBA Administrator or Deputy Administrator for final approval.
Restricts waiver authority to the Administrator or Deputy Administrator and prohibits delegation of this authority to subordinate officials.
