Small Business Technological Act of 2025

What it does

• Amends Section 7(a) of the Small Business Act to authorize SBA loans to finance business software, cloud computing services, and AI-enabled business tools that support operations, delivery, payroll, human resources, sales, billing, accounting, and inventory management.
• Clarifies that SBA loans made before enactment for software purposes were permissible under existing rules.
• Excludes research and development from the scope of authorized software financing uses.
