Artificial Intelligence Risk Evaluation Act of 2025

What it does
- Requires the Secretary of Energy to establish the Advanced Artificial Intelligence Evaluation Program to test and evaluate advanced artificial intelligence systems for risks to national security, public safety, economic competitiveness, civil liberties, labor markets, and critical infrastructure.
- Defines advanced artificial intelligence systems as those trained with computing power exceeding 10^26 operations, and allows the Secretary to propose alternative definitions subject to Congressional approval by joint resolution.
- Mandates that covered advanced artificial intelligence system developers participate in the program and provide to the Secretary materials including underlying code, training data, model weights, interface engines, and detailed technical information on request.
- Prohibits deployment of advanced artificial intelligence systems in interstate or foreign commerce unless the developer complies with participation and information-sharing requirements, with penalties of not less than $1,000,000 per day of violation.
