SHADOW Fleet Sanctions Act of 2026

What it does

• Imposes sanctions on foreign vessels suspected of participating in or supporting the Russian shadow fleet used to circumvent international sanctions on oil, arms, and other goods.
• Imposes sanctions on foreign persons that support Russian illicit shipping with vessels subject to United States sanctions.
• Imposes sanctions on port terminals accepting oil from Russian shadow fleet vessels.
• Establishes minimum standards for flag state registries and assesses efforts to prevent sanctions circumvention and other crimes.
