Revitalizing America’s Offshore Critical Minerals Dominance Act

What it does
- Directs the Secretary of Commerce to expedite the process for reviewing and issuing licenses for exploration and permits for commercial recovery under the Deep Seabed Hard Mineral Resources Act within 60 days of enactment.
- Directs the Secretary of the Interior to establish an expedited process for reviewing and approving permits for prospecting and granting leases under the Outer Continental Shelf Lands Act within 60 days of enactment.
- Requires the Secretary of the Interior to develop a plan within 60 days to map priority areas of the seabed and outer continental shelf to accelerate data collection and characterization of seabed mineral resources.
- Directs the Secretary of the Interior to identify critical minerals that may be derived from seabed mineral resources and, in coordination with the Secretary of Defense and Secretary of Energy, determine which are essential for defense, manufacturing, and energy applications within 60 days of enactment.
- Requires the Secretary of Commerce to engage with key partners and allies within 60 days to offer support for seabed mineral resource exploration, extraction, and processing in areas within their jurisdictions.
