What it does
- Authorizes the United States Agency for Global Media (USAGM) CEO to disseminate information about the United States abroad through press, radio, internet, and other media.
- Prohibits USAGM from disseminating its material within the United States, territories, or possessions, except for English-language access by press, research scholars, and Members of Congress for examination.
- Requires USAGM to transfer motion pictures, films, video, audio, and other materials to the Archivist of the United States for domestic distribution beginning 12 years after initial foreign dissemination or preparation.
- Directs the Archivist to promulgate regulations ensuring persons seeking released USAGM material have secured necessary rights and licenses and paid fees sufficient to cover costs.
