Child Care Modernization Act of 2025

What it does
- Redesignates and amends the purposes of the Child Care and Development Block Grant Act to emphasize state flexibility, parental choice, consumer education, and high-quality coordinated care services.
- Expands the definition of 'eligible activity' to include job search, education, health treatment, family violence prevention, Workforce Innovation and Opportunity Act training, and paid or unpaid leave under the Family and Medical Leave Act.
- Redefines 'eligible child' to include children under 13 whose family income does not exceed 85 percent of state median income (or higher with a waiver), with family assets not exceeding $1,000,000, and who reside with a working parent, experience homelessness, receive kinship care, or live with a parent over 65.
- Permits licensed child care providers who are legal parents to remain eligible for assistance even when caring for eligible children not their own.
