Crystal Reservoir Conveyance Act

What it does
- Directs the Secretary of Agriculture to convey to the City of Ouray, Colorado, fee simple title to approximately 45 acres of federal land comprising Crystal Reservoir, Full Moon Dam, and related infrastructure at no cost to the City.
- Transfers to the City all water rights held for use on or appurtenant to the federal land, including Full Moon Ditch and Reservoir Number 10 water rights as described in State of Colorado Civil Action No. 1959 (May 11, 1942).
- Requires the City to maintain the conveyed land in perpetuity as open space for public recreational access without fee, and to assume responsibility for all costs of repairs, operations, maintenance, and dam safety compliance for Full Moon Dam and related infrastructure.
- Prohibits the City from conducting development or commercial operations on the conveyed land except as needed for public access improvements or operation and maintenance of the dam and reservoir, and restricts expansion of Crystal Reservoir's surface footprint in a manner that would flood upstream wetlands.
