A bill to direct the Secretary of Agriculture to convey certain National Forest System land located in Franklin County, Mississippi, and for other purposes.

What it does
- Directs the Secretary of Agriculture to convey approximately 311 acres of National Forest System land in Franklin County, Mississippi to the Scenic Rivers Development Alliance within 180 days of appraisal completion and written agreement.
- Requires the Alliance to pay fair market value for the conveyed land as determined by appraisal under Uniform Appraisal Standards for Federal Land Acquisitions, with the Alliance covering appraisal and administrative costs.
- Requires the Alliance to assume responsibility and liability for the Okhissa Lake Dam, including its maintenance and compliance with all Federal and State dam safety laws and regulations.
- Reserves to the United States all mineral rights, oil and gas rights, subsurface rights, easements for public roads and trails, and a right of re-entry if the Alliance conveys the land to a nonpublic entity or uses it for purposes other than public recreation and fish and wildlife habitat.
