- Requires the initial permit to be issued to Robert S. Collins of Provo, Utah, or if he declines, to a qualified person who resides in or operates a nonprofit or volunteer organization in Utah County and has flagpole experience.
- Establishes a renewal process for 10-year permits prioritizing prior holders, then persons identified by prior holders, then other qualified applicants, with the Secretary required to issue new permits within 180 days of prior permit expiration or early termination.
- Exempts the Secretary from assessing land use fees on special use permits under this section and prohibits permit holders from accepting compensation for identifying successor permit holders.
