- Transfers three parcels totaling approximately 71.51 acres of Federal land in Harpers Ferry, West Virginia, from the Commissioner of U.S. Customs and Border Protection to the Secretary of the Interior for inclusion in Harpers Ferry National Historical Park.
- Directs the Commissioner of U.S. Customs and Border Protection to obtain a survey to finalize the exact acreage and legal description of the transferred parcel, with costs charged to U.S. Customs and Border Protection's appropriation.
- Provides that if the transferred land is no longer required for the U.S. Customs and Border Protection's Advanced Training Center, administrative jurisdiction reverts to the Secretary of the Interior for administration as part of Harpers Ferry National Historical Park.
