Stop the Scroll Act

What it does
- Requires covered platform providers to display a mental health warning label each time a user accesses the platform while in the United States, with the label reappearing after each hour of continuous use.
- Directs the Federal Trade Commission, with the concurrence of the Surgeon General, to promulgate regulations specifying warning label requirements within 180 days of enactment.
- Prohibits platform providers from including the warning label only through hyperlinks or terms of service, obscuring it with extraneous information, or allowing users to disable it.
- Treats violations of the Act as unfair or deceptive acts under the Federal Trade Commission Act, empowering the FTC and state attorneys general to enforce penalties.
