Floodplain Enhancement and Recovery Act

What it does
- Exempts requesters from paying flood insurance rate map review and processing fees for changes based on ecosystem restoration projects.
- Permits communities to allow ecosystem restoration projects in regulatory floodways that increase base flood elevations by up to 1 foot if no insurable structures or critical infrastructure would be adversely impacted.
- Requires communities to submit analysis of changed conditions to FEMA within 180 days after completion of ecosystem restoration projects in regulatory floodways.
- Directs FEMA Administrator to issue guidance implementing the ecosystem restoration project provisions within 180 days of enactment, after consultation with Federal and State natural resource agencies.
