Made in America Manufacturing Finance Act of 2025

What it does
- Defines a small manufacturer as a small business concern primarily classified in manufacturing sectors 31-33 of the North American Industrial Classification System with all production facilities located in the United States.
- Increases the loan limit for small manufacturers under Small Business Act section 7(a) from $3,750,000 to $7,500,000, and raises the limit for certain export-related loans from $4,500,000 to $9,000,000.
- Raises the export-loan limit under Small Business Act section 7(a)(14) for small manufacturers from $5,000,000 to $10,000,000.
- Increases the loan limit under Small Business Investment Act section 502 for small manufacturers from $5,500,000 to $10,000,000.
- Directs the Small Business Administration Inspector General to analyze the cohort of loans made under the increased limits during the first year after enactment to measure default rates and assess risk to the no-cost requirement of the loan programs.
