National Biotechnology Initiative Act of 2025

What it does
- Establish the National Biotechnology Initiative to advance national security, economic productivity, and competitiveness through coordination of Federal biotechnology activities, to be implemented by the President through the Executive Office of the President.
- Establish the National Biotechnology Coordination Office within the Executive Office of the President and appoint a Director within 180 days of enactment to serve as principal advisor to the President on biotechnology.
- Designate an interagency committee within 180 days of enactment to coordinate the Initiative, with membership at the Assistant Secretary level from participating agencies including Agriculture, Commerce, Defense, Energy, Health and Human Services, Homeland Security, Interior, State, EPA, NASA, NSF.
- Direct participating agencies to address biotechnology strategy, national security implications, research and development support, biological data infrastructure, private sector commercialization, regulatory streamlining, biosafety and biosecurity, workforce development, bioliteracy, and international partnerships.
