Advancing GETs Act of 2025

What it does
- Directs the Federal Energy Regulatory Commission to establish a shared savings incentive within 18 months that returns 10 to 25 percent of savings from grid-enhancing technology investments to the technology developer over a 3-year period.
- Limits the shared savings incentive to investments where expected savings over 3 years are at least 4 times the installation cost, as determined by the Commission.
- Requires transmission facility operators to submit annual reports to the Commission on congestion management costs and constraints exceeding $500,000, beginning 1 year after the shared savings rule takes effect.
- Directs the Commission and Department of Energy to jointly create and annually update a publicly available map of transmission congestion costs using reported data.
- Requires the Commission to establish a universal metric and protocol for measuring and reporting congestion data within 18 months of enactment.
