Southwestern Power Administration Fund Establishment Act

What it does
- Establishes the Southwestern Power Administration Fund in the Treasury consisting of receipts, appropriations, and transfers from existing Southwestern Power Administration accounts.
- Transfers unexpended balances from three prior continuing, advanced payment, and offsetting collections funds to the newly established Southwestern Power Administration Fund.
- Directs the Secretary of Energy, acting through the Administrator, to use Fund amounts for operation and maintenance of power transmission facilities, marketing electric power, construction and acquisition of transmission infrastructure, and administrative expenses.
- Authorizes the Administrator to incur obligations in advance of appropriations to be liquidated by the Fund, and requires annual transfers of excess Fund amounts to the Treasury as miscellaneous receipts.
