Expressing support for the strengthening of United States-Africa partnerships in critical minerals development.
What it does
- Expresses the sense of the House that United States policy should diversify critical minerals supply sources to prevent foreign entities of concern from restricting or raising the cost of United States access to these resources.
- Directs the Secretary of State, in consultation with the Secretaries of Commerce, Energy, Interior, Treasury, Defense, USAID, the Development Finance Corporation, and the Export-Import Bank, to develop a 5-year strategy to strengthen United States commercial diplomacy.
- Calls on the administration to mobilize investment in critical mineral production and processing projects in Africa and transform the United States-Democratic Republic of Congo-Zambia Memorandum of Understanding on electric vehicle battery supply chains into a meaningful continental investment program.

Sep 2, 2026: ASSUMING FIRST SPONSORSHIP - Mr. Jackson (IL) asked unanimous consent that he may hereafter be considered as the first sponsor of H. Res. 179, a resolution originally introduced by Representative Cherfilus-McCormick for the purpose of adding cosponsors and requesting reprintings pursuant to clause 7 of rule XII. Agreed to without objection.
