What it does

Amends housing counseling program requirements to prioritize geographically diverse organizations serving urban or rural areas and requires the Secretary to conduct periodic and performance reviews of all housing counseling providers.
Authorizes the Secretary to suspend individual housing counselor certification if the counselor fails to demonstrate competence after at least two retesting opportunities.
Permits the Secretary to deny renewal of housing counseling assistance to organizations failing to comply with program requirements based on performance reviews, with 60 days prior written notice and an informal conference opportunity.
