Health Care Price Certainty for All Americans Act

What it does
- Requires specified hospitals receiving Medicare payment to compile and publicly disclose all standard charges and prices for items and services, updated at least annually, beginning January 1, 2027.
- Mandates hospitals publicly post discounted cash prices or median cash prices for at least 300 CMS-specified shoppable services in inpatient and outpatient settings in plain language with billing codes.
- Requires hospitals to include payer-specific negotiated charges, deidentified maximum and minimum negotiated charges, gross charges, and links to charity care policies in publicly disclosed pricing.
- Directs the Secretary of Health and Human Services to establish a uniform, machine-readable format for standard charges and a consumer-friendly format for shoppable services pricing by January 1, 2028.
- Deems hospitals in compliance with shoppable services transparency if they maintain a price estimator tool allowing individuals to obtain price estimates before the effective date of advanced explanations of benefits regulations.
