Lower Costs, More Transparency Act of 2026

What it does
- Requires hospitals receiving Medicare payment to publicly disclose, without charge, all standard charges and at least 300 shoppable services in a machine-readable format beginning January 1, 2028.
- Mandates disclosure of gross charges, discounted cash prices, charity care policies, payer-specific negotiated charges, and de-identified maximum and minimum negotiated charges for each item and service.
- Directs the Secretary of Health and Human Services to establish uniform methods and formats for price disclosure and to monitor hospital compliance through audits and complaint evaluation.
- Imposes civil monetary penalties on hospitals that fail to comply with transparency requirements within 90 days of a corrective action plan request.
