Pipeline Safety Authorization Act of 2026

What it does
- Amends the definition of 'pipeline' in title 49 to exclude certain gathering lines in rural areas and transfer piping systems less than one mile long that support onshore production, refining, or manufacturing facilities.
- Requires that pipeline safety standards consider 'safety and economic benefits within the United States' and, in certain analyses, 'economic' considerations alongside safety and environmental benefits.
- Provides operators a formal hearing opportunity when a notice of probable violation involves compliance costs exceeding $125,000 or a proposed civil penalty of $125,000 or more.
- Directs the Secretary of Transportation to publish protocols within one year for open public hearings on pipeline enforcement matters, in accordance with administrative procedure requirements.
- Limits special permit waivers to terms that apply only to known pipeline safety risks applicable to the waived standard, and requires the Secretary to review special permit applications and publish notice in the Federal Register within 18 months of application.
