Surface Transportation Research and Development Act of 2026

What it does

Extends technology and innovation programs for highway and intermodal transportation systems through fiscal year 2031, updating authorization periods in section 503 of title 23.
Establishes the Transportation Statistics Coordination Council within the Department of Transportation to coordinate statistical activities across all operating administrations within 90 days of enactment.
Relocates the Director of Transportation Statistics within the Department's organizational structure to the Office of the Assistant Secretary for Research and Technology.
Directs the Secretary to develop an implementation plan to transition the advanced transportation research pilot program to a sustained open research initiative, with a report due within two years.
