Foreign Military Financing Loan Authorization Act of 2026

What it does
- Authorizes the Secretary of State to provide direct loans and loan guarantees to countries and international organizations for the procurement of defense articles, defense services, and design and construction services.
- Delegates to the Secretary of State authority to set the rate of interest, repayment schedule, and repayment terms for direct loans authorized by the Act.
- Permits the Department of State to obligate funds deposited in the Foreign Military Sales Administrative Surcharge Fund for carrying out activities under the Arms Export Control Act.
- Requires the Secretary of State to submit a report to Congress within 180 days of enactment and annually thereafter detailing loans or guarantees provided, recipients, amounts, terms, purposes, and assessment of impact on U.S. national security objectives.
