A Stronger Workforce for America Act of 2026

What it does
- Amends the Workforce Innovation and Opportunity Act (WIOA) to add a new purpose directing preparation of a globally competitive workforce through robust education and skills development programs for youth accessing career pathways in in-demand industry sectors and occupations.
- Redefines foundational skill needs to include individuals with English reading, writing, or computing skills at or below 8th grade level, or those unable to compute, solve problems, read, write, speak English, or possess digital literacy skills necessary to function in education, occupation, family, or society.
- Establishes employer-directed skills development requirements including employer selection or design of programs meeting specific skill demands, employer-employee agreements committing to employment upon completion, and employer cost-sharing of at least 10 percent for employers with 50 or fewer employees.
- Expands the definition of dislocated worker to include workers displaced by automation technology closures or layoffs.
