What it does
- Amends the Workforce Innovation and Opportunity Act to define a 'talent marketplace' as a set of publicly- and privately-owned platforms that match individuals with employment and learning opportunities using education records, credential registries, and skills profile generators.
- Establishes a Workforce Data Quality Initiative grant program requiring the Secretary to allocate 5 to 10 percent of section 132(a)(2)(A) funds to eligible entities for creating workforce longitudinal data systems and talent marketplaces.
- Directs grant recipients to ensure security, privacy, and interoperability of data systems through compliance with Federal and State privacy law and use of open standards for portability across talent marketplaces.
- Prioritizes grants to State agencies without prior grants that demonstrate substantial need for data infrastructure improvement, and to consortia of State agencies that build interoperable interstate data systems.
